[Some cities were build form the hilltops downwards, others, like Stuttgart, apparently from the riverbanks upwards. As an aside, downtown Stuttgart had for centuries the reputation of being inundation prone. All those runoff waters from the surrounding vineyards. The very minor, arroyo type Neckar contributory is at present completely covered over. - With some licence: The subway tubes will be flooded but rarely. One reported instance.
