VC Grommet
Enlarge photo 2727
Both VC and WC appear to have round hole and equal distance to outer edge all the way around.

1/2 WC carryall filler neck.  Top grommet for carryall. Mid, VC command car.  Bottom grommet, Civ. 39-47.

Side Note: VC, WC, t112 and T118 all different filler tube part numbers.

possible slight slope in both.  WC is tight to tube. VC looser, holds but makes it hard to determine original slope.

If grommets have a slope then there is a top and bottom.  The remanent paint on each may indicate the bottom.

WC carryall - flat across the bottom.

VC command car - has a curve for the shape of the fender.

Conclusion: VC grommet is unique but a common grommet will work but would not hold tight to the horizonal curve of the fender.
