If I want to adopt Sophie, which I do, what is the procedure?  I live in Oregon and have an almost 2 year old Jackie Blue Rat Terrier who is also submissive, and almost certainly will thrive here.

I have a lot of grandchildren around my house, so sweet Sophie may not be for me.  However, she looks like a wonderful dog. But adopting is the way I will go once I am matched up with "my" dog.
