ANSWER: 1920-30
So look at these two buckles I have signed Made In Czecho Slovakia.  They are gorgeous glass with painting under the glass.  What era would one say these were made?

"I'd place the buckles in the 1920-1930 range and look like goofus glass." --Linda Lombardo, 01/16/09
"Goofus glass would be the buckle on the left, correct? Is it made to imitate Essex Crystal? Is there a name for the bubble glass on the right? I was just about to ask this very question, as I got some buckles and a pin with the bubble glass. Since I did not have a name to go by I really did not find much. These are Late Victorian?" --Vera Battemarco, 01/16/09
"I am not sure if it is Goofus glass or not. For some reason I thought Goofus glass was domed and rounded. Am I wrong? This is flat as a pancake and thick. They each are pressed into the shape of different flowers, then underneath is paint. . Maybe that is why I thought they were pressed glass." --Cynthia Fore Miller, 01/16/09
