According to Warman's Jewelry by Christie Romero:

"Chatelaines, derivatives of a chain worn by medieval keepers of keys, were once again in fashion (c.1880-1901),having returned in a slightly altered state from those of the early nineteenth century.Perhaps this was because of the focus on the waist..Late 19th Century Chatelaines performed a number of different specilized utilitarian and decorative functions. Various implements were suspended by chains from a decorative clasp that hooked over a belt or waist sash. They were a sort of housewife's tool kit. Scissors, needle cases,and other sewing tools ,notepads and pencils,match safes,coin purses,spectacles cases and other assorted useful items could be hung from swivel hooks on a Chatelaine."
