CA Prop 23 is a November ballot initiative that would kill a law CA AB-32 which would impose draconian cap-and-tax measures. Proposition 23, the “California Jobs Initiative”, on California’s November ballot, calls for freezing the provisions of AB-32 until California’s unemployment rate drops to 5.5% or below for four consecutive quarters.
