"Well, the OES is an organization related to Masonry with philosophic roots going back to the mystery schools of ancient Egypt. The eye of Horus is an important symbol to these groups. Symbolically this image does remind me of an eye and given the group that it represents I would think it is highly likely that it does represent an eye.
