COTC (Canadian Officers Training Corps) Mark.
Military service cancellation mark over numeral 24 - possibly 1924?

I believe the NSTC markings are actually from the Nova Scotia Technical College. The 24 would be the rack number. (I happen to own rack number 102 myself.) I am currently awaiting delivery of a WW2 NSTC COTC cap badge that I just picked up on Ebay. There is also a Beaver College COTC badge and collars out there but don't have a rifle to go with that one."
